We would like to inform you about the special agreements made with the publishers listed below.
Under the Read and Publish agreements, articles submitted by corresponding authors affiliated with our institution may be published as Open Access (OA) without paying an Article Processing Charge (APC).

The terms and conditions of the agreements vary depending on the publisher. Therefore, it is important to read the relevant conditions carefully.

Quota: 4
Publications in ACS journals with a corresponding author affiliated with our institution will be published Open Access without APC within the institutional quota. The agreement covers the years 2025–2027.
The quota assigned to our institution is 7 articles per year.

Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, access to the electronic journals of The Royal Society of Chemistry (RSC) has been provided as of 1 January 2026. As of 2026, both access to content and a limited number of articles are supported with APC funding under the Open Access (OA) publishing (Read & Publish) model.
Since there is a limited OA article quota under the “TÜBİTAK – RSC Read and Publish Agreement,” TÜBİTAK has determined specific criteria for articles that will receive APC support.
Criteria:
For the 2026–2028 period, the total annual OA article quotas for fully open access/Gold journals and Hybrid journals combined will be as follows:
2026: Gold + Hybrid / 255
2027: Gold + Hybrid / 260
2028: Gold + Hybrid / 260
To benefit from the agreement, the Corresponding Author must be an active member of the academic staff of our university.
Once an article is accepted by the journal and RSC’s licensing system determines that the article is eligible for Open Access publication, the process will proceed according to the “first come, first served” principle.
When an article is accepted, an OA application may only be submitted if the agreement is active. If the agreement is not active, it will not be possible to apply for OA.
Whether the agreement is active or not, if quota is not available at the time of acceptance, the APC fee will be the responsibility of the author.
Regardless of whether the journal follows the Hybrid or Gold model, when an article is accepted, if the agreement is active and quota is available, the APC fee may be covered under the agreement. For Gold journals that charge APCs, the author may submit the manuscript; however, APC support will only be provided if the agreement is in force and quota is available at the time of acceptance.
If an article accepted in a Hybrid journal can no longer benefit from the agreement, the author has the option to publish the article free of charge under closed access. In Gold journals, APC payment is mandatory.
According to the RSC journal/author system, each year’s quota operates independently, and an accepted article cannot benefit retrospectively from a previous year’s quota or from the following year’s quota.
According to the agreement terms, OA article quotas are not allocated to individual institutions.
Whether an article falls within the scope of the EKUAL agreement can only be determined through the author’s institutional email address. Therefore, if the author wishes to publish the article as OA, it is mandatory to use the institutional email address of the affiliated EKUAL member institution in the article submission form.
Before submitting an article to a journal, the author is advised to check whether the journal is Hybrid or Gold and to review the steps outlined in the “RSC Author Workflow” document.
In accordance with TÜBİTAK AYEK Decisions, if it is determined that APC support has been provided by TÜBİTAK ULAKBİM during a prohibited period to any author who is banned or whose name appears among those whose professional practice has been revoked or temporarily suspended by the Ministry of Health, or if it is determined that an article for which APC support was provided has been retracted, the corresponding author or co-authors must notify ukg@ulakbim.gov.tr
and repay the APC amount specified by ULAKBİM. Otherwise, ULAKBİM reserves the right to collect the APC amount from the corresponding author.

Springer Nature

Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, access is provided to more than 2,300 electronic journals of Springer Nature. The existing 2022–2024 Springer Nature agreement, previously a "Read-only" agreement, has been converted into a “Read & Publish” model as of January 1, 2024, covering the 2024–2026 period.
Under this second national-level “open access article publishing agreement,” all universities in Turkey will continue to have access to over 2,300 e-journals of Springer Nature. Furthermore, publications by authors from EKUAL Member institutions in Q1 and Q2 Group Springer Nature Hybrid Journals (indexed in Web of Science: SCI, SSCI, AHCI) categorized as “Original Article,” “Review Article,” or “Continuing Education” will be eligible for Open Access (OA) support.
For articles submitted to and accepted by eligible Springer Nature hybrid journals where the corresponding author is from an EKUAL Member institution, it will be possible to publish the work as “Open Access” without paying any Article Processing Charge (APC), provided the author requests it.
When the quota is exhausted, TÜBİTAK–ULAKBİM will make an announcement. Real-time quota tracking is not possible on our side.

BMC
Discount
The Read and Publish agreement with Springer Nature excludes the BMC journal collection. Nevertheless, BMC provides a 75% discount on select journals in Turkey under the "Country-tiered APC pricing pilot" scheme.
SAGE
Discount
Under the agreement with SAGE, the SAGE Choice package is offered, covering 95% of their journals. Authors from our institution will pay a discounted Article Processing Charge (APC) for these journals. The applicable discounted fee is 200 GBP.
SAGE Choice journals consist of the Hybrid journals within the Premier package. Please note that Gold Open Access (Gold OA) journals are excluded from this agreement.
WILEY
2026-2028
A Read & Publish agreement covering the years 2026–2028 has been signed between TÜBİTAK-ULAKBİM and Wiley.
Wiley Funding Criteria:
The 2026 TÜBİTAK–Wiley Open Access (OA) Account will become active as of 17 February 2026.

Regardless of whether the journal follows the Hybrid or Gold model, the article’s submission date will not be taken into consideration for eligibility under the agreement; the decisive date is the article’s acceptance date. If the agreement is active on the acceptance date, quota is available, and the article meets the specified TÜBİTAK criteria, it will be supported under the agreement.

To avoid misunderstandings, the “article acceptance date” refers not to the date on which the author receives the “your article has been accepted” notification from the journal, but to the date indicated under the “Accepted Date” field in the TÜBİTAK OA Account. TÜBİTAK does not intervene in the information displayed in the OA Account; all records are entered by Wiley/the journal and are automatically reflected in the TÜBİTAK OA Account.

For journal evaluations, the Web of Science (WoS) subject categories (SCIE, SSCI, AHCI) are taken into account. For journal impact values (IF) and Quartile (Q) rankings, the WOS–JCR–Journal Impact Factor (JIF) values are used.

Among Wiley journals indexed in Web of Science – SCIE and SSCI categories, Hybrid journals ranked Q1 and Q2 according to JCR–JIF values, as well as Gold/fully Open Access journals, are within the scope of support.

Since AHCI journals are not assigned a JIF value in WOS–JCR and therefore do not receive a Quartile (Q) ranking, all journals within the AHCI group will be included in the scope unless a new announcement states otherwise.

No journals indexed under WOS – ESCI are included in the support scope.

Among Wiley publication types, “Research Article”, “Review Article”, “Data Article”, and “Rapid Publication” are eligible under the agreement.

To benefit from the agreement, the Corresponding Author must be an active member of the academic staff of a university.

To prevent possible misunderstandings for authors: Wiley’s website may state that there is an OA agreement between Wiley and TÜBİTAK and that OA publishing is possible in all Wiley journals under this agreement. However, due to a limited national quota and the need to use it efficiently, TÜBİTAK has specific eligibility criteria for OA article support. Therefore, before submitting to a Wiley journal, authors should consult the information, documents, and the “Funded OA Journal Lists” available on the EKUAL website rather than relying solely on the Wiley website (the journal list can also be downloaded via the “journals” link below).

For the 2026–2028 period, OA article quotas will be allocated separately for Gold and Hybrid journals as follows:
2026: Gold/650 + Hybrid/1173; total: 1823
2027: Gold/659 + Hybrid/1196; total: 1885
2028: Gold/668 + Hybrid/1220; total: 1888

Regardless of whether the journal follows the Hybrid or Gold model, when an article is accepted, if the agreement is active, quota is available, and the article meets TÜBİTAK criteria, the APC (Article Processing Charge) may be covered under the agreement.

Whether the agreement is active or not, if quota is not available at the time of acceptance, the APC will be the author’s responsibility.

In Gold journals, authors may apply for OA at the time of submission. If the OA application is skipped during submission, or if there is no quota or the agreement is inactive at that time, an application may still be made after the article is accepted. In Hybrid journals, OA application can be made after acceptance.

If an article accepted in a Hybrid journal can no longer benefit from the agreement, the author may choose to publish the article traditionally (subscription-based access) free of charge. However, in Gold journals, as APC payment is mandatory, publication without APC is not possible.

According to the agreement terms, OA article quotas are not allocated to individual institutions.

Once an article is accepted by the journal and the author submits an application, it will be processed according to the “first come, first served” principle.

An author may receive APC support for a maximum of five articles per year.

If an author wishes to publish their article as OA, entering their institutional email address in the article submission form is important to ensure faster completion of the OA approval process.
