Articles to be published by corresponding authors affiliated with our institution can be published as "Open Access" (OA) without paying an Article Processing Charge (APC) as a result of Read & Publish agreements.

Journals with a CiteScore Percentile value of 99–90 indicate journals in the top 10% tier. Journals in the top 10% for each publisher are highlighted in red in the 'Scopus CiteScore Percentile 2024' column.

American Chemical Society (ACS)

Kota: 0

 

Articles published in ACS journals where the corresponding author is affiliated with our institution will be published as Open Access without paying an APC fee within the institutional quota. The agreement covers the years 2025–2027.

The quota allocated to our institution is 7 articles per year.

Cambridge University Press (CUP)

2026 

 

A Read & Publish agreement covering the years 2026–2028 has been signed between TÜBİTAK ULAKBİM and CUP.

Agreement Scope and Duration:
Duration: The agreement is valid for three years, from January 1, 2026, to December 31, 2028.

Open Access: Under the agreement, the right to publish open access (within the CJO “Full Package” content) is provided without any article quota limitations.

TÜBİTAK Open Access Publication Support and Eligibility Criteria To publish their articles as Open Access (OA) without paying an Article Processing Charge (APC), corresponding authors must meet the following criteria:

Eligible Author: The corresponding author must be an authorized user of an EKUAL member institution.  

Institutional Affiliation: Authors are advised to use their institutional email addresses in their submissions. Personal email addresses (Gmail, Hotmail, etc.) cause delays in the verification process.  

Agreement Scope: The agreement covers unlimited OA article publishing in both hybrid journals and gold (fully) open access journals.

Retroactive Open Access Conversion Rules regarding the retroactive conversion of articles to OA under the agreement are as follows:

Publications in Hybrid Journals: Articles published as closed access in "Hybrid" journals between January 1, 2026, and the agreement signing date (16.02.2026) can be converted to Open Access free of charge upon the request of the author(s) (notification to ukg@ulakbim.gov.tr is required) and the approval of TÜBİTAK ULAKBİM. No refunds will be issued for articles published as open access in hybrid journals by paying an APC fee.

Publications in Fully Open Access Journals: No refunds will be issued for articles published as open access in Gold Open Access journals between January 1, 2026, and 16.02.2026 by paying an APC fee.

General Conversion Right: During the agreement term, articles published as "Closed" in hybrid journals at any date can be converted to the OA model upon the author's request within a maximum of 3 months in the publication year.

 

Institute of Physics (IOP) 

2026

 

A Read & Publish agreement covering the 2026–2028 period has been signed with the Institute of Physics (IOP) within the scope of TÜBİTAK ULAKBİM EKUAL, entering into force as of January 1, 2026.

Duration: The agreement is valid for three years, from January 1, 2026, to December 31, 2028.

Open Access Scope: Corresponding authors affiliated with our institution will be able to publish an unlimited number of articles as Open Access (OA) in hybrid and gold (fully open access) journals without paying article processing charges (APC).

Coverage: Articles submitted as of January 1, 2026, are covered under this agreement.

Oxford Journals Online

2026

 

A "Read & Publish" agreement covering the 2026–2028 period, which includes both access to academic content and Open Access (OA) article publishing, has been signed with Oxford University Press (OUP) within the scope of the EKUAL Project conducted by TÜBİTAK ULAKBİM.

Duration: The agreement covers the 2026–2028 period.

Quota: Under the agreement, there is an annual OA article publishing quota for Hybrid and Full Open Access journals included in the Oxford Journals Online 2026 journal collection.

Year 2026: 400 Articles

Year 2027: 408 Articles

Year 2028: 416 Articles

Special Announcement by TÜBİTAK: "According to the bibliometric analyses conducted by us and the data provided by the publisher, it is anticipated that the agreement quotas will be sufficient for articles to be published under TÜBİTAK criteria. However, in the event of higher-than-expected demand, monthly evaluations will be conducted starting from the second half of the year. If the evaluations project that the quota will be insufficient, articles accepted in hybrid journals from a specified date until the end of the year will be excluded from support, while articles accepted in full open access (Gold/Full Open Access) journals will continue to be supported. If such a decision is made, libraries will be informed via the EKUAL e-List one month in advance."

TÜBİTAK OA Publishing Support and Eligibility Criteria

Eligible Authors: For articles to be published as OA without paying an article processing charge (APC), the "Corresponding Author" must be an active academic staff member of an EKUAL member university. Using institutional email addresses for verification processes is strongly recommended.

Accepted Publication Types: OA support is valid only for publications of type Research Article, Review Article, Brief Report, and Case Report.

Journal Impact Factor (Quartile) and Index Information: Regardless of impact factor, all Oxford Journals Online Hybrid and Full Open Access journals indexed in SCIE, SSCI, and AHCI are covered by the agreement. Journals in the WoS–ESCI category are not supported.

Acceptance Date: The Oxford Journals Online system has been active since the agreement signing date of February 27, 2026, and articles received since this date are evaluated according to the criteria. No refunds will be provided for articles where the article processing charge (APC) was paid prior to this date (regardless of Hybrid or Full Open Access). Articles published as closed access in "Hybrid" journals between January 1, 2026, and the agreement signing date (February 27, 2026) can be converted to Open Access without paying an Article Processing Charge (APC) upon the request of the author(s) (notification to ukg@ulakbim.gov.tr is required) and the approval of TÜBİTAK ULAKBİM, provided quota is available and criteria are met.

An article accepted for publication by a journal will be queued according to the "first-come, first-served" rule upon author application.

Depending on journal policy, additional charges such as page charges, color charges, submission fees, excess page charges, and offprint charges are excluded from the TÜBİTAK agreement. Corresponding authors must check the journal's "Instructions to Authors" page prior to submission.

25% Discount After Quota Depletion: If the total annual quota is exhausted, authors can publish their articles with a 25% discount on the open access article processing charges (APC) determined by the publishing journal. In this case, the fee is covered by the author. This discount is only valid for Hybrid and Full Open Access journals included in the agreement.

The Royal Society of Chemistry (RSC)

2026

 

Within the scope of the EKUAL Project conducted by TÜBİTAK ULAKBİM, access to electronic journals of The Royal Society of Chemistry (RSC) publisher has been provided as of January 1, 2026. As of 2026, APC support is provided for a specific number of articles through a "Read & Publish" model that covers both content access and Open Access (OA) article publishing.

Criteria and Annual Quotas:
Since there is a specific OA article quota within the scope of the "TÜBİTAK - RSC Read & Publish Agreement," specific criteria have been determined by TÜBİTAK regarding articles eligible for APC support. For the 2026–2028 period, total annual OA article quotas for Gold (fully open access) and Hybrid journals are as follows:

2026: Gold + Hybrid / 255 Articles

2027: Gold + Hybrid / 260 Articles

2028: Gold + Hybrid / 260 Articles

Author Eligibility: To benefit from the agreement, the "Corresponding Author" must be an active academic staff member of our university.

Allocation Principle: If an article is accepted by a journal and RSC's licensing system determines that the article is eligible for open access publishing, the process will be carried out on a "first-come, first-served" basis.

Agreement Status & Quota Availability:

An OA article application can only be made if the agreement is active at the time of article acceptance. If the agreement is not active, OA application will not be possible.

Regardless of whether the agreement is active, if no quota is available when the article is accepted, the APC fee will be the author's responsibility.

Regardless of whether the journal is Hybrid or Gold, if the agreement is active and quota is available at the time of acceptance, the APC fee can be covered under the agreement. For Gold journals where APC is applied, authors may submit their articles; however, APC support will only be provided if the agreement is in effect and quota is available at the time of acceptance.

If the opportunity to benefit from the agreement is exhausted when an article is accepted in a Hybrid journal, the author has the option to publish the article free of charge as closed access. For Gold journals, paying the APC is mandatory.

Quota Operating Rules:

According to RSC journal/author system rules, each year's quota operates independently. An accepted article cannot utilize quotas from a previous or subsequent year.

Under the terms of the agreement, no institutional OA article quota allocation is made.

Email Verification Requirement: Whether an article falls within the scope of the EKUAL agreement can only be identified via the author's institutional email address. Therefore, if the author wishes to publish the article as OA, using an institutional email address belonging to an EKUAL member institution in the manuscript submission form is mandatory.

Pre-Submission Recommendation: Authors are advised to check whether a journal is Hybrid or Gold and review the steps in the "RSC Author Workflow" document prior to manuscript submission.

TÜBİTAK AYEK Rules and APC Reimbursement Conditions:
If it is determined that APC support was provided by TÜBİTAK ULAKBİM during a period of restriction to any author who is banned under TÜBİTAK AYEK Decisions or listed among those whose authority to practice their profession has been revoked or temporarily revoked by the Ministry of Health, or if an article receiving APC support is retracted, the corresponding author or co-authors must notify ukg@ulakbim.gov.tr and reimburse the APC amount specified by ULAKBİM back to ULAKBİM. Otherwise, ULAKBİM reserves the right to collect the APC fee from the corresponding author.

Information and Training:

Springer Nature

2026

 

A "Read & Publish" agreement covering the 2024–2026 period was signed between TÜBİTAK ULAKBİM and Springer Nature, effective as of January 1, 2024.

Springer Nature Funding Criteria:

Scope: The agreement covers Q1 and Q2 Group Springer Nature Hybrid Journals indexed in Web of Science (SCI, SSCI, AHCI).

Publication Types: Publications of type “Original Article”, “Review Article”, and “Continuing Education” are eligible for Open Access support.

Author Eligibility: To benefit from the agreement, the "Corresponding Author" (Responsible Corresponding Author) must be an active academic staff member of a university. Students serving as corresponding authors are not eligible to apply.

Quota Operating Principle: As long as the quota is not exhausted, articles submitted to and accepted by eligible Springer Nature hybrid journals with a corresponding author from an EKUAL member institution can be published as Open Access without paying an APC, upon the author's request.

Quota Exhaustion Responsibility: Regardless of whether the agreement is active, if no quota is available at the time of article acceptance, the APC fee will be the author's responsibility.

📢 Important Announcement According to the announcement made by TÜBİTAK ULAKBİM on June 26, 2026:

The quota has been completely exhausted.

Post-Quota Exhaustion Rules:

Paid OA Option: If authors wish to publish their articles as open access after quota exhaustion, they may choose the open access option by covering the APC (Article Processing Charge) themselves.

Closed Access Option: If the journal is a hybrid model, there is also the option to publish as closed access (subscription-based) without paying an APC.

Fully Open Access Transition: For journals that transitioned from a hybrid model to a fully open access (Gold Open Access) model during the agreement term, there is no closed access option available; therefore, APC fees for articles in these journals must be covered by the authors.

Access Continuity: Access to Springer Nature journals will continue until the end of 2026. The journal list can be accessed via the following link: EKUAL Subscribed Databases

Future Negotiations: Negotiations with the publisher regarding the continuation of the agreement for 2027 and beyond have been initiated, with the goal of finalizing discussions before the end of the year.

 

BMC

İndirim

 

The Read & Publish agreement with Springer Nature does not cover the BMC journal group. However, under the "Country-tiered APC pricing pilot" initiative, BMC provides a 75% discount on select journals in our country.

İndirim

Under the agreement with SAGE, the SAGE Choice package covering 95% of its journals is offered. Institutional authors will pay a discounted APC rate for these journals. The discounted APC amount will be applied as 200 GBP.

Journal Scope: SAGE Choice journals consist of Hybrid journals included in the Premier package.

Exclusions: Gold OA journals are not included in this agreement.

2026-2028

 

 A "Read & Publish" agreement covering the 2026–2028 period has been signed between TÜBİTAK ULAKBİM and Wiley.

Wiley Funding Criteria:

Activation Date: The 2026 TÜBİTAK-Wiley Open Access (OA) Account became active on February 17, 2026. As long as the agreement remains active, OA applications can be submitted for articles accepted in Hybrid and Gold journals on or after February 17, 2026. Articles accepted prior to February 17, 2026, will not be evaluated under this agreement.

Effective Date Criterion: Regardless of whether a journal is Hybrid or Gold, the submission date of the article is not used as the basis for eligibility; the key date is the acceptance date. If the agreement is active on the acceptance date, quota is available, and the article meets the specified TÜBİTAK criteria, it will be supported.

Definition of Acceptance Date: To avoid misunderstandings, the "acceptance date" of an article is not the date the "your manuscript has been accepted" notification was sent to the author, but the date listed under the "Accepted Date" heading in the TÜBİTAK OA Account. TÜBİTAK has no control over the data in this account; all entries are made by Wiley/the journal and automatically populate the account.

Journal Impact & Indexing Criteria:

Subject categories (SCIE, SSCI, AHCI) from Web of Science (WoS), as well as Impact Factor (IF) and Quartile (Q) values from WoS-JCR-Journal Impact Factor (JIF), are used for journal evaluations.

Supported journals include Q1 and Q2 Hybrid journals as well as Gold/fully open access journals in the SCIE and SSCI categories according to JCR-JIF values.

Because JIF evaluations are not performed for AHCI journals in WoS-JCR (thus receiving no "Q" rating), all journals in the AHCI group are included within the scope until further notice.

Journals in the WoS-ESCI category are not supported.

Eligible Publication Types: "Research Article", "Review Article", "Data Article", and "Rapid Publication" types will be evaluated under the agreement.

Author Eligibility: The "Corresponding Author" (Responsible Corresponding Author) must be an active academic staff member of a university.

Information Source Warning: Authors are advised not to rely solely on information on Wiley's website regarding the TÜBİTAK OA agreement. Due to country quotas and specific TÜBİTAK funding criteria, authors must consult the information, files, and "Funded OA Journal Lists" on the EKUAL page (or downloadable via the "Journals" link below) before submitting manuscripts.

Annual Quotas (2026–2028): Quotas operate separately for Gold and Hybrid journals:

2026: Gold / 650 + Hybrid / 1,173 (Total: 1,823)

2027: Gold / 659 + Hybrid / 1,196 (Total: 1,885)

2028: Gold / 668 + Hybrid / 1,220 (Total: 1,888)

Quota Exhaustion Rules: If the agreement is active, quota is available, and TÜBİTAK criteria are met upon acceptance, APC fees are covered. If no quota is available at acceptance (whether the agreement is active or not), the APC fee will be the author's responsibility.

Application Process: For Gold journals, authors may apply during submission or upon acceptance (if missed during submission or if quota was unavailable at submission). For Hybrid journals, OA applications can be made after acceptance.

Post-Quota Options: If the agreement cannot be utilized upon acceptance in a Hybrid journal, the author may publish free of charge under the traditional (subscription-based) model. For Gold journals, paying the APC is mandatory, with no free publishing option.

Operational Rules:

No institutional quota allocation is made.

Articles are processed on a "first-come, first-served" basis upon author application.

An author can receive APC support for a maximum of 5 articles per year.

Authors must register their institutional email in submission forms for faster OA verification.

Quotas operate independently each year; unused quotas cannot be rolled over or borrowed from previous/subsequent years.

NOTE 1: As reference for 2026 applicants, the 2025 quota was exhausted on June 5, 2025.

NOTE 2 (Journal Transfer Warning): According to information from Wiley on March 31, 2026, the following journals were transferred to the publisher MAP as of April 1, 2026:

Journal of Zoological Systematics and Evolutionary Research (JZS)

Engineering in Life Sciences (ELSC)

Pediatric Diabetes (PEDI)

European Journal of Cancer Care (ECC)

Articles accepted in these journals on or after April 1, 2026, will be published under MAP. Because there is no OA agreement with MAP, these articles cannot be funded under the TÜBİTAK-Wiley OA Agreement.

NOTE 3 (Current Quota Status as of August 13, 2026):

Gold Journals: The 2026 article quota for Gold journals was completely exhausted as of August 12, 2026. APC support cannot be provided for Gold journal articles accepted for the remainder of the year. (Quota availability in Hybrid journals does not apply to Gold journals).

Hybrid Journals: 189 article quotas remain for 2026. OA support will continue for eligible articles until the quota is exhausted.
