2026-2028

 

 A "Read & Publish" agreement covering the 2026–2028 period has been signed between TÜBİTAK ULAKBİM and Wiley.

Wiley Funding Criteria:

Activation Date: The 2026 TÜBİTAK-Wiley Open Access (OA) Account became active on February 17, 2026. As long as the agreement remains active, OA applications can be submitted for articles accepted in Hybrid and Gold journals on or after February 17, 2026. Articles accepted prior to February 17, 2026, will not be evaluated under this agreement.

Effective Date Criterion: Regardless of whether a journal is Hybrid or Gold, the submission date of the article is not used as the basis for eligibility; the key date is the acceptance date. If the agreement is active on the acceptance date, quota is available, and the article meets the specified TÜBİTAK criteria, it will be supported.

Definition of Acceptance Date: To avoid misunderstandings, the "acceptance date" of an article is not the date the "your manuscript has been accepted" notification was sent to the author, but the date listed under the "Accepted Date" heading in the TÜBİTAK OA Account. TÜBİTAK has no control over the data in this account; all entries are made by Wiley/the journal and automatically populate the account.

Journal Impact & Indexing Criteria:

Subject categories (SCIE, SSCI, AHCI) from Web of Science (WoS), as well as Impact Factor (IF) and Quartile (Q) values from WoS-JCR-Journal Impact Factor (JIF), are used for journal evaluations.

Supported journals include Q1 and Q2 Hybrid journals as well as Gold/fully open access journals in the SCIE and SSCI categories according to JCR-JIF values.

Because JIF evaluations are not performed for AHCI journals in WoS-JCR (thus receiving no "Q" rating), all journals in the AHCI group are included within the scope until further notice.

Journals in the WoS-ESCI category are not supported.

Eligible Publication Types: "Research Article", "Review Article", "Data Article", and "Rapid Publication" types will be evaluated under the agreement.

Author Eligibility: The "Corresponding Author" (Responsible Corresponding Author) must be an active academic staff member of a university.

Information Source Warning: Authors are advised not to rely solely on information on Wiley's website regarding the TÜBİTAK OA agreement. Due to country quotas and specific TÜBİTAK funding criteria, authors must consult the information, files, and "Funded OA Journal Lists" on the EKUAL page (or downloadable via the "Journals" link below) before submitting manuscripts.

Annual Quotas (2026–2028): Quotas operate separately for Gold and Hybrid journals:

2026: Gold / 650 + Hybrid / 1,173 (Total: 1,823)

2027: Gold / 659 + Hybrid / 1,196 (Total: 1,885)

2028: Gold / 668 + Hybrid / 1,220 (Total: 1,888)

Quota Exhaustion Rules: If the agreement is active, quota is available, and TÜBİTAK criteria are met upon acceptance, APC fees are covered. If no quota is available at acceptance (whether the agreement is active or not), the APC fee will be the author's responsibility.

Application Process: For Gold journals, authors may apply during submission or upon acceptance (if missed during submission or if quota was unavailable at submission). For Hybrid journals, OA applications can be made after acceptance.

Post-Quota Options: If the agreement cannot be utilized upon acceptance in a Hybrid journal, the author may publish free of charge under the traditional (subscription-based) model. For Gold journals, paying the APC is mandatory, with no free publishing option.

Operational Rules:

No institutional quota allocation is made.

Articles are processed on a "first-come, first-served" basis upon author application.

An author can receive APC support for a maximum of 5 articles per year.

Authors must register their institutional email in submission forms for faster OA verification.

Quotas operate independently each year; unused quotas cannot be rolled over or borrowed from previous/subsequent years.

NOTE 1: As reference for 2026 applicants, the 2025 quota was exhausted on June 5, 2025.

NOTE 2 (Journal Transfer Warning): According to information from Wiley on March 31, 2026, the following journals were transferred to the publisher MAP as of April 1, 2026:

Journal of Zoological Systematics and Evolutionary Research (JZS)

Engineering in Life Sciences (ELSC)

Pediatric Diabetes (PEDI)

European Journal of Cancer Care (ECC)

Articles accepted in these journals on or after April 1, 2026, will be published under MAP. Because there is no OA agreement with MAP, these articles cannot be funded under the TÜBİTAK-Wiley OA Agreement.

NOTE 3 (Current Quota Status as of August 13, 2026):

Gold Journals: The 2026 article quota for Gold journals was completely exhausted as of August 12, 2026. APC support cannot be provided for Gold journal articles accepted for the remainder of the year. (Quota availability in Hybrid journals does not apply to Gold journals).

Hybrid Journals: 189 article quotas remain for 2026. OA support will continue for eligible articles until the quota is exhausted.
