A "Read & Publish" agreement covering the 2024–2026 period was signed between TÜBİTAK ULAKBİM and Springer Nature, effective as of January 1, 2024.

Springer Nature Funding Criteria:

Scope: The agreement covers Q1 and Q2 Group Springer Nature Hybrid Journals indexed in Web of Science (SCI, SSCI, AHCI).

Publication Types: Publications of type “Original Article”, “Review Article”, and “Continuing Education” are eligible for Open Access support.

Author Eligibility: To benefit from the agreement, the "Corresponding Author" (Responsible Corresponding Author) must be an active academic staff member of a university. Students serving as corresponding authors are not eligible to apply.

Quota Operating Principle: As long as the quota is not exhausted, articles submitted to and accepted by eligible Springer Nature hybrid journals with a corresponding author from an EKUAL member institution can be published as Open Access without paying an APC, upon the author's request.

Quota Exhaustion Responsibility: Regardless of whether the agreement is active, if no quota is available at the time of article acceptance, the APC fee will be the author's responsibility.

📢 Important Announcement According to the announcement made by TÜBİTAK ULAKBİM on June 26, 2026:

The quota has been completely exhausted.

Post-Quota Exhaustion Rules:

Paid OA Option: If authors wish to publish their articles as open access after quota exhaustion, they may choose the open access option by covering the APC (Article Processing Charge) themselves.

Closed Access Option: If the journal is a hybrid model, there is also the option to publish as closed access (subscription-based) without paying an APC.

Fully Open Access Transition: For journals that transitioned from a hybrid model to a fully open access (Gold Open Access) model during the agreement term, there is no closed access option available; therefore, APC fees for articles in these journals must be covered by the authors.

Access Continuity: Access to Springer Nature journals will continue until the end of 2026. The journal list can be accessed via the following link: EKUAL Subscribed Databases

Future Negotiations: Negotiations with the publisher regarding the continuation of the agreement for 2027 and beyond have been initiated, with the goal of finalizing discussions before the end of the year.
