A "Read & Publish" agreement covering the 2026–2028 period, which includes both access to academic content and Open Access (OA) article publishing, has been signed with Oxford University Press (OUP) within the scope of the EKUAL Project conducted by TÜBİTAK ULAKBİM.
Duration: The agreement covers the 2026–2028 period.
Quota: Under the agreement, there is an annual OA article publishing quota for Hybrid and Full Open Access journals included in the Oxford Journals Online 2026 journal collection.
Year 2026: 400 Articles
Year 2027: 408 Articles
Year 2028: 416 Articles
Special Announcement by TÜBİTAK: "According to the bibliometric analyses conducted by us and the data provided by the publisher, it is anticipated that the agreement quotas will be sufficient for articles to be published under TÜBİTAK criteria. However, in the event of higher-than-expected demand, monthly evaluations will be conducted starting from the second half of the year. If the evaluations project that the quota will be insufficient, articles accepted in hybrid journals from a specified date until the end of the year will be excluded from support, while articles accepted in full open access (Gold/Full Open Access) journals will continue to be supported. If such a decision is made, libraries will be informed via the EKUAL e-List one month in advance."
TÜBİTAK OA Publishing Support and Eligibility Criteria
Eligible Authors: For articles to be published as OA without paying an article processing charge (APC), the "Corresponding Author" must be an active academic staff member of an EKUAL member university. Using institutional email addresses for verification processes is strongly recommended.
Accepted Publication Types: OA support is valid only for publications of type Research Article, Review Article, Brief Report, and Case Report.
Journal Impact Factor (Quartile) and Index Information: Regardless of impact factor, all Oxford Journals Online Hybrid and Full Open Access journals indexed in SCIE, SSCI, and AHCI are covered by the agreement. Journals in the WoS–ESCI category are not supported.
Acceptance Date: The Oxford Journals Online system has been active since the agreement signing date of February 27, 2026, and articles received since this date are evaluated according to the criteria. No refunds will be provided for articles where the article processing charge (APC) was paid prior to this date (regardless of Hybrid or Full Open Access). Articles published as closed access in "Hybrid" journals between January 1, 2026, and the agreement signing date (February 27, 2026) can be converted to Open Access without paying an Article Processing Charge (APC) upon the request of the author(s) (notification to ukg@ulakbim.gov.tr is required) and the approval of TÜBİTAK ULAKBİM, provided quota is available and criteria are met.
An article accepted for publication by a journal will be queued according to the "first-come, first-served" rule upon author application.
Depending on journal policy, additional charges such as page charges, color charges, submission fees, excess page charges, and offprint charges are excluded from the TÜBİTAK agreement. Corresponding authors must check the journal's "Instructions to Authors" page prior to submission.
25% Discount After Quota Depletion: If the total annual quota is exhausted, authors can publish their articles with a 25% discount on the open access article processing charges (APC) determined by the publishing journal. In this case, the fee is covered by the author. This discount is only valid for Hybrid and Full Open Access journals included in the agreement.
