Yayımlandığı an itibarıyla herkese ücretsiz olarak açıktır.

Veri kısıtlı olsa dahi üst veri her zaman açık olmalı; standart protokoller üzerinden erişilebilmelidir.
“Veri Yönetim Planı Kontrol Listesi (Checklist for a Data Management Plan)” içeriğini buradan bulabilirsiniz.
- Metin & Belge: Plain text (.txt), PDF/A, HTML
- Görsel & Hareketli Görüntü: TIFF, PNG, JPEG, MPEG, AVI
- Veri & Tablo: CSV, XML, JSON
The Open Data Handbook 's definition describes the open data in the following statement:
"Open data is data that can be freely used, re-used and redistributed by anyone - subject only, at most, to the requirement to attribute and sharealike."
Data Types & File Formats:
- HTML
- Plain text
- ZIP
- MS Powerpoint
- MS Word
- Moving images: MPEG, AVI, Quicktime
- Still images: TIFF, JPEG, PNG, GIF, BMP

To add your research data, you can use this link and you can access your open data here Manage Deposits .
Please see SU Open Science Policy .
The OpenAIRE 's describes the FAIR Principles below:
The FAIR principles describe how research outputs should be organised so they can be more easily accessed, understood, exchanged and reused. Major funding bodies, including the European Commission, promote FAIR data to maximise the integrity and impact of their research investment.
- 'Findable' i.e. discoverable with metadata, identifiable and locatable by means of a standard identification mechanism
- 'Accessible' i.e. always available and obtainable; even if the data is restricted, the metadata is open
- 'Interoperable' i.e. both syntactically parseable and semantically understandable, allowing data exchange and reuse between researchers, institutions, organisations or countries; and
- 'Reusable' i.e. sufficiently described and shared with the least restrictive licences, allowing the widest reuse possible and the least cumbersome integration with other data sources.
Please see " FAIR Data Managementin in Horizon 2020 "
"DMPonline" helps you to create, review, and share data management plans that meet institutional and funder requirements.
Please see " Checklist for a Data Management Plan "
- There are many benefits to managing and sharing your data:
- You can find and understand your data when you need to use it
- There is continuity if project staff leave or new researchers join
- You can avoid unnecessary duplication e.g. re-collecting or re-working data
- The data underlying publications are maintained, allowing for validation of results
- Data sharing leads to more collaboration and advances research

Plan S is an initiative for Open Access publishing that was launched in September 2018. The plan is supported by cOAlition S, an international consortium of research funders. Plan S requires that, from 2021, scientific publications that result from research funded by public grants must be published in compliant Open Access journals or platforms.
“With effect from 2021*, all scholarly publications on the results from research funded by public or private grants provided by national, regional and international research councils and funding bodies, must be published in Open Access Journals, on Open Access Platforms, or made immediately available through Open Access Repositories without embargo.”
*For funders agreeing after January 2020 to implement Plan S in their policies, the start date will be one year from that agreement
- Authors or their institutions retain copyright to their publications. All publications must be published under an open license, preferably the Creative Commons Attribution license (CC BY), in order to fulfil the requirements defined by the Berlin Declaration;
- The Funders will develop robust criteria and requirements for the services that high-quality Open Access journals, Open Access platforms, and Open Access repositories must provide;
- In cases where high-quality Open Access journals or platforms do not yet exist, the Funders will, in a coordinated way, provide incentives to establish and support them when appropriate; support will also be provided for Open Access infrastructures where necessary;
- Where applicable, Open Access publication fees are covered by the Funders or research institutions, not by individual researchers; it is acknowledged that all researchers should be able to publish their work Open Access;
- The Funders support the diversity of business models for Open Access journals and platforms. When Open Access publication fees are applied, they must be commensurate with the publication services delivered and the structure of such fees must be transparent to inform the market and funders potential standardisation and capping of payments of fees;
- The Funders encourage governments, universities, research organisations, libraries, academies, and learned societies to align their strategies, policies, and practices, notably to ensure transparency.
- The above principles shall apply to all types of scholarly publications, but it is understood that the timeline to achieve Open Access for monographs and book chapters will be longer and requires a separate and due process;
- The Funders do not support the ‘hybrid’ model of publishing. However, as a transitional pathway towards full Open Access within a clearly defined timeframe, and only as part of transformative arrangements, Funders may contribute to financially supporting such arrangements;
- The Funders will monitor compliance and sanction non-compliant beneficiaries/grantees;
- The Funders commit that when assessing research outputs during funding decisions they will value the intrinsic merit of the work and not consider the publication channel, its impact factor (or other journal metrics), or the publisher.

- identify the scientific journals to be published
- identify potential research collaborators
Types of bibliometric measures:
- Citations
- H-index
- Journal metrics such as SNIP and SJR
- Google Scholar Metrics
Find bibliometric data:
- Web of Science
- Scopus
- Google Scholar
- SciVal
- Incites
- Journal Citation Reports
Predatory Journals benefit from the authors by asking them to publish them for a fee, without providing refereeing or editing services. Because predatory publishers do not follow the appropriate academic standards for publishing, they often offer a quick turnaround in the publication of an article.

To find a list of potential predatory publishers:
To determine the credibility of a journal or to identify trusted journals:
Predatory Conferences are organized as legitimate scientific conferences but they do not provide proper editorial control on presentations. These conferences may be poorly organized and typically do not offer peer review, or they may not actually take place at all.
Recent data shows that predatory conferences now outnumber so-called legitimate conferences. Contrary to what most academics believe, not all predatory conferences are small, poorly-organized, and organized by fly-by-night organizations. In order to ensure that they make profits, a decent organization is usually set-up. One telltale sign of a predatory conference is that low-quality research is often presented alongside research by famous academics. However, there are various other signs as well.

A "Read & Publish" agreement covering the 2026–2028 period has been signed between TÜBİTAK ULAKBİM and Oxford University Press (OUP).
Under the agreement, there is an annual OA article publishing quota for Hybrid and Full Open Access journals included in the Oxford Journals Online 2026 journal collection.
Year 2026: 400 Articles
Year 2027: 408 Articles
Year 2028: 416 Articles
-
An article accepted for publication by a journal will be queued according to the "first-come, first-served" rule upon author application.
-
The Oxford Journals Online system has been active since the agreement signing date of February 27, 2026, and articles received since this date are evaluated according to the criteria. No refunds will be provided for articles where the article processing charge (APC) was paid prior to this date (regardless of Hybrid or Full Open Access). Articles published as closed access in "Hybrid" journals between January 1, 2026, and the agreement signing date (February 27, 2026) can be converted to Open Access without paying an Article Processing Charge (APC) upon the request of the author(s) (notification to ukg@ulakbim.gov.tr is required) and the approval of TÜBİTAK ULAKBİM, provided quota is available and criteria are met.
- Special Announcement by TÜBİTAK: "According to the bibliometric analyses conducted by us and the data provided by the publisher, it is anticipated that the agreement quotas will be sufficient for articles to be published under TÜBİTAK criteria. However, in the event of higher-than-expected demand, monthly evaluations will be conducted starting from the second half of the year. If the evaluations project that the quota will be insufficient, articles accepted in hybrid journals from a specified date until the end of the year will be excluded from support, while articles accepted in full open access (Gold/Full Open Access) journals will continue to be supported. If such a decision is made, libraries will be informed via the EKUAL e-List one month in advance."
- 25% Discount After Quota Depletion: If the total annual quota is exhausted, authors can publish their articles with a 25% discount on the open access article processing charges (APC) determined by the publishing journal. In this case, the fee is covered by the author. This discount is only valid for Hybrid and Full Open Access journals included in the agreement.
Developments Regarding the Quota Throughout the Year:
According to the statement made by TÜBİTAK, the remaining quota as of July 7, 2026 is: 253
- Eligible Authors: For articles to be published as OA without paying an article processing charge (APC), the "Corresponding Author" must be an active academic staff member of an EKUAL member university.
- Using institutional email addresses for verification processes is strongly recommended.
- Journal Impact Factor (Quartile) and Index Information: Regardless of impact factor, all Oxford Journals Online Hybrid and Full Open Access journals indexed in SCIE, SSCI, and AHCI are covered by the agreement. Journals in the WoS–ESCI category are not supported.
- Depending on journal policy, additional charges such as page charges, color charges, submission fees, excess page charges, and offprint charges are excluded from the TÜBİTAK agreement. Corresponding authors must check the journal's "Instructions to Authors" page prior to submission.
Accepted Publication Types: “Research Article”, “Review Article”, "Brief Report" and "Case Report"
Depending on journal policy, additional charges such as page charges, color charges, submission fees, excess page charges, and offprint charges are excluded from the TÜBİTAK agreement. Corresponding authors must check the journal's "Instructions to Authors" page prior to submission.

A "Read & Publish" agreement covering the 2026–2028 period has been signed between TÜBİTAK ULAKBİM and The Royal Society of Chemistry (RSC).
Since there is a specific OA article quota within the scope of the "TÜBİTAK - RSC Read & Publish Agreement," specific criteria have been determined by TÜBİTAK regarding articles eligible for APC support. For the 2026–2028 period, total annual OA article quotas for Gold (fully open access) and Hybrid journals are as follows:
2026 Gold + Hybrid: 255 Articles
2027 Gold + Hybrid: 260 Articles
2028 Gold + Hybrid: 260 Articles
- If an article is accepted by a journal and RSC's licensing system determines that the article is eligible for open access publishing, the process will be carried out on a "first-come, first-served" basis.
- An OA article application can only be made if the agreement is active at the time of article acceptance. If the agreement is not active, OA application will not be possible.
- Regardless of whether the agreement is active, if no quota is available when the article is accepted, the APC fee will be the author's responsibility.
- Regardless of whether the journal is Hybrid or Gold, if the agreement is active and quota is available at the time of acceptance, the APC fee can be covered under the agreement. For Gold journals where APC is applied, authors may submit their articles; however, APC support will only be provided if the agreement is in effect and quota is available at the time of acceptance.
- If the opportunity to benefit from the agreement is exhausted when an article is accepted in a Hybrid journal, the author has the option to publish the article free of charge as closed access. For Gold journals, paying the APC is mandatory.
- According to RSC journal/author system rules, each year's quota operates independently. An accepted article cannot utilize quotas from a previous or subsequent year.
- Under the terms of the agreement, no institutional OA article quota allocation is made.
Kota ile ilgili yıl içerisindeki gelişmeler:
NOTE: According to the statement made by TÜBİTAK, the remaining quota as of June 29, 2026 is: 195
- Author Eligibility: To benefit from the agreement, the "Corresponding Author" must be an active academic staff member of our university.
- Email Verification Requirement: Whether an article falls within the scope of the EKUAL agreement can only be identified via the author's institutional email address. Therefore, if the author wishes to publish the article as OA, using an institutional email address belonging to an EKUAL member institution in the manuscript submission form is mandatory.
-
TÜBİTAK AYEK Rules and APC Reimbursement Conditions:
If it is determined that APC support was provided by TÜBİTAK ULAKBİM during a period of restriction to any author who is banned under TÜBİTAK AYEK Decisions or listed among those whose authority to practice their profession has been revoked or temporarily revoked by the Ministry of Health, or if an article receiving APC support is retracted, the corresponding author or co-authors must notify ukg@ulakbim.gov.tr and reimburse the APC amount specified by ULAKBİM back to ULAKBİM. Otherwise, ULAKBİM reserves the right to collect the APC fee from the corresponding author.
Eligible Publication Types: "Research Article" and "Review Article" types will be evaluated under the agreement.

A "Read & Publish" agreement has been signed between TÜBİTAK ULAKBİM and Springer Nature covering the 2024–2026 period, effective as of January 1, 2024.
The allocation for 2026 has been exhausted.
Negotiations with the publisher regarding the continuation of the agreement for 2027 and beyond have been initiated, with the goal of concluding discussions before the end of the year.

Under the agreement with SAGE, the SAGE Choice package covering 95% of its journals is offered. Institutional authors will pay a discounted APC rate for these journals. The discounted APC amount will be applied as 200 GBP.
If your article has been accepted for publication in a subscription journal published by Sage and you wish to publish under the Sage Choice option, please email your request to openaccess@sagepub.com.
Journal Scope: SAGE Choice journals consist of Hybrid journals included in the Premier package.
Exclusions: Gold OA journals are not included in this agreement.
A "Read & Publish" agreement covering the 2026–2028 period has been signed between TÜBİTAK ULAKBİM and Wiley.
Annual Quotas (2026–2028): Quotas operate separately for Gold and Hybrid journals:
2026: Gold / 650 + Hybrid / 1,173 (Total: 1,823)
2027: Gold / 659 + Hybrid / 1,196 (Total: 1,885)
2028: Gold / 668 + Hybrid / 1,220 (Total: 1,888)
The 2026 quota allocated for Gold/Fully Open Access journals was exhausted on 12 August 2026.
The 2026 quota allocated for Hybrid journals was exhausted on 15 September 2026.
- Quota Exhaustion Rules: If the agreement is active, quota is available, and TÜBİTAK criteria are met upon acceptance, APC fees are covered. If no quota is available at acceptance (whether the agreement is active or not), the APC fee will be the author's responsibility.
- Application Process: For Gold journals, authors may apply during submission or upon acceptance (if missed during submission or if quota was unavailable at submission). For Hybrid journals, OA applications can be made after acceptance.
- Post-Quota Options: If the agreement cannot be utilized upon acceptance in a Hybrid journal, the author may publish free of charge under the traditional (subscription-based) model. For Gold journals, paying the APC is mandatory, with no free publishing option.
- No institutional quota allocation is made.
- Articles are processed on a "first-come, first-served" basis upon author application.
-
Quotas operate independently each year; unused quotas cannot be rolled over or borrowed from previous/subsequent years.
Developments Regarding the Quota Throughout the Year:
According to the announcement made by TÜBİTAK on 16 September 2026:
Gold / Fully Open Access Journals:
The 2026 quota allocated for Gold/Fully Open Access journals was exhausted on 12 August 2026.
-
If articles for which an open access application was submitted to TÜBİTAK in 2026 and which are still “Under Review” are accepted between 12 August and 31 December 2026, open access support cannot be provided under the agreement, as the 2026 quota has been exhausted. The article will automatically be directed to the “Author Pays” option.
If articles for which an open access application was submitted to TÜBİTAK in 2026 and which are still “Under Review” are accepted in 2027, and if quota is available in 2027, the agreement may be used once the post-acceptance author workflows have been completed. -
If articles submitted to the journal in 2026 and still “Under Review” are accepted in 2027, an application can be made to benefit from the agreement once the post-acceptance author workflows have been completed.
-
For Gold/Fully Open Access journals, regardless of whether an open access application has been submitted to TÜBİTAK, the agreement can be used in either case provided that quota is available at the time the article is accepted and the post-acceptance author workflows are completed.
-
For Gold/Fully Open Access journals, submitting an open access application to TÜBİTAK and receiving approval at the time of manuscript submission does not constitute a quota reservation. The approval granted by TÜBİTAK is a “conditional approval”. In other words, the conditional approval becomes effective only if quota is available at the time the article is accepted and the post-acceptance author workflows are completed.
Hybrid Journals:
The 2026 quota allocated for Hybrid journals was exhausted on 15 September 2026.
- For articles accepted between 15 September and 31 December 2026, it is not possible to submit an open access application.
- For Hybrid journals, an application can be submitted after acceptance in order to benefit from the agreement.
- For articles accepted in 2027, if quota is available for 2027, an application can be submitted to benefit from the agreement once the post-acceptance author workflows have been completed.
- Activation Date: The 2026 TÜBİTAK-Wiley Open Access (OA) Account became active on February 17, 2026. As long as the agreement remains active, OA applications can be submitted for articles accepted in Hybrid and Gold journals on or after February 17, 2026. Articles accepted prior to February 17, 2026, will not be evaluated under this agreement.
- Effective Date Criterion: Regardless of whether a journal is Hybrid or Gold, the submission date of the article is not used as the basis for eligibility; the key date is the acceptance date. If the agreement is active on the acceptance date, quota is available, and the article meets the specified TÜBİTAK criteria, it will be supported.
- Definition of Acceptance Date: To avoid misunderstandings, the "acceptance date" of an article is not the date the "your manuscript has been accepted" notification was sent to the author, but the date listed under the "Accepted Date" heading in the TÜBİTAK OA Account. TÜBİTAK has no control over the data in this account; all entries are made by Wiley/the journal and automatically populate the account.
-
Journal Impact & Indexing Criteria:
Subject categories (SCIE, SSCI, AHCI) from Web of Science (WoS), as well as Impact Factor (IF) and Quartile (Q) values from WoS-JCR-Journal Impact Factor (JIF), are used for journal evaluations.
Supported journals include Q1 and Q2 Hybrid journals as well as Gold/fully open access journals in the SCIE and SSCI categories according to JCR-JIF values.
Because JIF evaluations are not performed for AHCI journals in WoS-JCR (thus receiving no "Q" rating), all journals in the AHCI group are included within the scope until further notice.
Journals in the WoS-ESCI category are not supported.
- Author Eligibility: The "Corresponding Author" (Responsible Corresponding Author) must be an active academic staff member of a university.
- Information Source Warning: Authors are advised not to rely solely on information on Wiley's website regarding the TÜBİTAK OA agreement. Due to country quotas and specific TÜBİTAK funding criteria, authors must consult the information, files, and "Funded OA Journal Lists" on the EKUAL page (or downloadable via the "Journals" link below) before submitting manuscripts.
- An author can receive APC support for a maximum of 5 articles per year.
Eligible Publication Types: "Research Article", "Review Article", "Data Article", and "Rapid Publication" types will be evaluated under the agreement.

Fair Use: A provision for fair use is found in the Law on Intellectual and Artistic Property Rights (Law No:5846). Under the fair use provision, a reproduction of someone else's copyright-protected work is likely to be considered fair if it is used for teaching, scholarship and research. If the reproduction is for one of these purposes, a determination as to whether the reproduction is fair use must be made based upon a factor "the amount and substantiality of the portion used". Fair use is an ambiguous concept and the law does not state exactly what uses of a copyrighted work will be considered fair uses under the law and also there is no regulation which can be applied. An assessment about fair use can be made regarding the applications in Turkey, EU and The USA. And to minimize the risk of copyright infringement Information Center interprets the following situations as fair use:
- lecture notes, exam questions or materials prepared by instructors,

- one chapter or 10% from an information resource, (the format changing is not accepted)
- link information of the electronic resource,
- 10% percent of movies (discussion is continuing and there is no consensus)
Plagirism: According to Oxford English Dictionary plagiarism means "The action or practice of taking someone else's work, idea, etc., and passing it off as one's own; literary theft." To avoid plagiarism, the work of another person must be cited whenever you use it.
